Bhubaneswar: Vigilance on Sunday arrested four more roads and building (R&B) department staffers in connection with Rs 9.24 crore embezzlement taking the total number of people arrested in the case to six.On Saturday, junior assistant Bibhudutta Nayak and section officer Banalata Mohanty of the office of superintending engineer in R&B division-I had been arrested. The four arrested on Sunday were identified as Dipak Kumar Routray, Laxman Biswal, both staffers of the R&B division-I, and two data entry operators Rajib Lochan Senapati and Soumya Ranjan Mohapatra.Vigilance officials said Banalata had engaged Rajib and Soumya to forge documents so as to embezzle the govt and divert it to their multiple accounts.Vigilance inquiry found that between financial years 2022-23 and 2025-26, the duo, in collusion with others, generated fake sanction orders and fraudulent bills in the names of retired employees and against contingency funds.The sleuths alleged that the forged bills were processed through the integrated financial management system (IFMS) using substituted bank account details, enabling the accused to siphon off govt money. While genuine beneficiaries were excluded, funds were routed to bank accounts belonging to relatives, acquaintances and associates of the accused.A total of 77 bank accounts linked to 48 individuals, including family members and associates of the accused, were reportedly used to receive diverted funds. Portions of the money were later transferred back to the prime accused or withdrawn in cash and handed over to them.
