NHRC seeks report on neglect of Gudari NAC, demands action in Odisha

Cuttack: National Human Rights Commission (NHRC) has sought an action taken report from the Rayagada collector and health department over alleged prolonged neglect of Gudari Notified Area Council (NAC) region where poor road connectivity and inadequate medical facilities are said to be affecting residents’ fundamental rights.According to an Oct 19 communication issued by NHRC assistant registrar (law) Atul Kumar, the commission has asked the district magistrate and collector, Rayagada, and the principal health and family secretary to submit their reports within four weeks of receiving the letter. The commission took up a complaint on Oct 19 filed by Jeypore-based human rights activist and advocate Anup Kumar Patro, who alleged that Gudari continues to lack basic infrastructure despite having enjoyed notified area council (NAC) status for 54 years. The complaint highlighted the absence of a two-lane road connecting Gudari, claiming that inadequate connectivity has crippled trade, education and emergency services. Patro sought state govt approval for a proposed highway linking Gudari with Bissamcuttack and Kotgarh to end the area’s geographical isolation.Healthcare deficiencies were another major concern. The complainant alleged that the local community health centre (CHC) has been reduced to a ‘mere referral centre’ because of a shortage of specialist doctors and other staff. Even patients suffering from minor ailments, including malaria, are reportedly referred to Gunupur or Berhampur for treatment, risking their lives during transit. The complaint also attributed migration and a declining urban population to a lack of employment opportunities and basic amenities. It alleged that Gudari’s isolation has left residents neglected in regional planning, with public representatives seldom visiting the area.Seeking NHRC intervention, Patro urged the commission to obtain a comprehensive report on road connectivity and medical staffing, order an inquiry into non-functional student hostels and vacant specialist posts, and direct the state chief secretary to take corrective measures. The complaint alleged that the continued deprivation of essential services amounted to a violation of residents’ “right to life, health, and equality”.NHRC has forwarded the complaint to the district administration and health department for necessary action and a report on the steps taken.
