Bhubaneswar: Odisha is preparing the ground for an AI-based pension model that will help examine pension cases and verify pay fixation and other service-related details of state govt employees, potentially making pension processing faster and more accurate.Suneina Singh, under secretary in the state finance department, wrote to all administrative departments on Nov 4 asking them to furnish information on the posts and cadres under their control for the proposed model.The proposed system is being developed following instructions from Comptroller and Auditor General of India (CAG). The office of Principal Accountant General (Accounts and Entitlements), Odisha, has sought detailed service and pay-related data covering posts and cadres across state govt departments for development and validation of the model.According to a letter from the deputy accountant general (pension) dated Oct 28, the AI-based pension model is proposed to facilitate examination of pension cases, including verification of pay fixation and other relevant service particulars. The letter refers to a Nov 15 target.For the system to check pension cases, it will require comprehensive information on the hierarchy and pay progression of different govt posts. This would particularly help verify pay fixation under various financial upgradation schemes and promotional pay entitlements.Departments have been asked to provide post-wise cadre hierarchy from entry-level posts to the highest promotional posts, immediate and subsequent promotional avenues, Revised Assured Career Progression (RACP) entitlements, eligibility conditions and qualifying service. They must also provide applicable pay scales and levels and rules governing pay fixation during promotions and financial upgradations.The exercise will also cover effective dates of applicable provisions, cadre-specific exceptions and special pay-fixation arrangements. Departments have been asked to attach recruitment and service rules, cadre restructuring orders and govt orders and amendments relating to RACP.The information is to be compiled post-wise and cadre-wise and verified by the competent authority. Editable electronic copies have also been sought so that the information can be compiled, analysed and integrated into the proposed AI-based system.The finance department has directed departments to furnish the information directly to the office of Principal Accountant General.
