MLA Saroj Kumar Padhi posted a photo of him and IAS officer Samir Jena in the presence of RDC (southern division) Vijay Amruta Kulange

Bhubaneswar: Samir Kumar Jena, a 2022-batch IAS officer and chief development officer of Ganjam, lodged a police complaint on Thursday against BJP MLA Saroj Kumar Padhi, accusing him of threatening to kill him and using unparliamentary language during an argument over distribution of relief material to flood-hit people two days back.Padhi, following a meeting with chief minister Mohan Charan Majhi, tried to downplay the incident, claiming that it was a misunderstanding and that the matter has been resolved. “Nobody hurled abuse at anyone. Whatever misunderstanding was there between us has been resolved through mutual discussions. Everything is sorted. There is no more complaint from any side,” Padhi said. The Aska MLA later sought to signal that all was well between him and Jena, sharing photographs of the two together on social media. He said they, along with RDC (southern division) Vijay Amruta Kulange, held a detailed review of the flood situation, focusing on relief distribution, drinking water supply, healthcare and immediate restoration work.A police officer said Jena submitted the complaint through WhatsApp, which is being treated as an e-FIR. For registration of a formal FIR, he would have to visit the police station within three days. “If he turns up, police will follow due process of registering a case and investigate the matter,” the officer said.In his complaint, Jena alleged that Padhi, who represents Aska assembly constituency, barged into the office of the executive officer of Aska municipality, where the IAS officer was sitting, and started shouting at him over distribution of relief materials.Jena alleged that when he pointed out that relief was being distributed as per the instructions of steel and mines minister Bibhuti Bhushan Jena, the MLA became agitated and threatened to kill him besides using unparliamentary language. The officer said the entire incident was captured on CCTV. “Because of this incident, I am highly demoralised and in deep mental shock,” he wrote in the complaint while seeking action in accordance with law.BJD spokesperson Lenin Mohanty condemned the alleged incident. “Instead of helping people during their hour of distress, the MLA engaging in hooliganism is unacceptable. The govt must take legal action against the MLA,” Mohanty said.Gokula Nanda Mallik, minister of state for fisheries and animal resources development, said the CM was keeping a close watch on the matter. “Whatever unfortunate incident has happened will be resolved. The chief minister is looking into why it happened. Such incidents should not have occurred. The MLA has also expressed regret,” Mallik said.Jena could not be contacted for comment as he did not respond to phone calls or text messages. Meanwhile, officers and staff of zilla parishad, Ganjam, staged a protest demanding action against Padhi.
