Bhubaneswar: The state govt has been charting a plan to implement and modernise the National Generic Document Registration System (NGDRS) in partnership with National Informatics Centre (NIC) to ease the land and property registration process in the state.A meeting in this connection was held on Monday under the chairmanship of revenue and disaster management minister Suresh Pujari, which was attended by officials of NIC’s Software Development Unit, Pune. The discussion focused on using digital technology to simplify land and property registration and make the process more transparent, efficient, accountable and citizen-friendly.Pujari emphasised the need for a robust and technology-driven registration ecosystem to improve service delivery. The discussions covered digitisation of registration procedures, improvement of operational efficiency and integration of sub-registrar office functions into a unified framework.Key proposed features include online application scrutiny, identity verification, biometric authentication, digital approval of documents, record preservation and post-registration services. Digital dashboards were also proposed to help senior officials monitor registration progress, pending cases and office-wise performance.NGDRS, an initiative of the department of land resources under the Union rural development ministry, is based on the concept of ‘One Nation, One Registration’. The platform can be customised according to the rules and requirements of individual states. The system provides facilities such as online document preparation, property valuation, calculation of stamp duty and registration fees, online payment, appointment scheduling and application tracking. Officials said these services would reduce repeated visits to registration offices, procedural errors and delays. The meeting also discussed the use of advanced software architecture, data analytics, artificial intelligence, geographic information systems, land-record integration and other modernisation measures. The proposed features will be introduced in phases, depending on Odisha’s requirements, policy decisions and technological preparedness.
